Share workforce busyness with place-level webhooks

Our tenants can now share how busy their workforce is, place by place, with their customers — who can then react automatically, throttling demand or temporarily offlining a merchant when deliveries can no longer keep up and re-opening it as the workforce catches up.

When the busyness signals extension is enabled, we emit a busyness.place_changed webhook for an affected place whenever its busyness shifts to a new level, from 0 (idle) to 100 (fully saturated).

Notifies that the workforce busyness affecting a specific place has changed to a new bucket. Use this signal to apply throttling or temporary offlining decisions per place when the workforce serving it can no longer keep up with demand. **Availability:** This event is part of a paid extension and is delivered only to tenants who have it contracted and enabled.
